Why "only" MS-66 for the uncirculated coins?   PCGS has only graded a handful of State Quarters graded MS-67 and above -- they are currently selling for much more than the MS-66 coins.

Why are PR-69 coins so affordable?  The mint's quality control has greatly improved over the last 5-10 years with regard to Proof Coin minting.  The planchets are highly polished and are struck multiple times from fresh dies -- then carefully handled during packaging.  Therefore, the population of PR-69 coins are plentiful and reasonably priced.  PR-70 coins are selling for hundreds of dollars.
